Expanding Opportunities for Mortgage Financing in Developing Markets: A Case Study from Pakistan

The struggle to secure a home loan is a reality for many individuals around the world, especially in developing countries like Pakistan. Despite purchasing a piece of land in Peshawar, Jan was unable to find a bank willing to lend him the money needed to construct a home, ultimately leading him to sell the land at a loss.

The reluctance of banks in developing markets to provide mortgage loans is a common issue, stemming from factors such as perceived risk, legal complexities, and limited institutional capacity. However, organizations like the World Bank Group and the International Finance Corporation (IFC) are working to address these challenges and expand opportunities for mortgage financing in emerging economies.

In Pakistan, the government is taking steps to develop an affordable housing market and make it easier for low-income families to secure home loans. With support from the IDA Private Sector Window, the IFC is investing in the Pakistan Mortgage Refinance Company Limited (PMRC) to increase the availability of mortgage financing and spur the development of low-cost houses across the country. This investment is not only helping to address the critical gap in affordable housing but also encouraging private sector participation in mortgage finance, creating a new market and model for competitiveness, growth, and inclusion in Pakistan.
